Machikarte is an open data platform that structures the minutes, budgets, and procurement records of Japan's local councils and makes them available to citizens. All data is published under Creative Commons Attribution 4.0 International (CC BY 4.0, commercial use permitted with attribution). Operator information is available at the Operator section at the bottom of this page.
Records and publishes neutral data: minutes, fiscal indicators, hometown-tax balance, and reproducible SQL.
Editorial judgment: none (mechanical chronology, no rankings).
Topic-focused analysis and reports such as silent-themes studies and council-delay analyses.
Editorial judgment: applied (theme selection, indicator interpretation). To be published separately at labs.isvd.or.jp.
Peer-reviewed research articles by experts on municipal management, legal frameworks, and public-asset utilization.
Editorial judgment: applied (peer review). To launch in the future.

All derived analysis (scores, classifications, summaries) is released under CC BY 4.0. Commercial use, redistribution, translation, and adaptation are all permitted. When citing, please attribute "Machikarte (machikarte.isvd.or.jp)". Source data (minutes, budget cards) remains under the respective government terms of use.
