Machikarte is a structured-data platform for Japan's local councils, financial reports, and procurement data. We analyze minutes, budgets, and bid records from more than 1,700 municipalities and publish scores under Creative Commons Attribution 4.0 International (CC BY 4.0, commercial use permitted with attribution) — free for journalism, research, and civic use.

What Machikarte does not publish

We explicitly list features that are technically possible but intentionally excluded on grounds of mission, ethics, or legal requirements.

Features we exclude (with reasons)

  • Municipal "creditworthiness ranking" or "investment-grade list" — ranking municipalities by superiority violates our design principles.
  • Scores aggregated by political party or faction filter — would compromise journalistic neutrality.
  • Labels such as "bad council" or "outstanding lawmaker" — we do not apply value labels.
  • Individual lawmaker scores or rankings— pending legal review with counsel under Japan's public-election law.
  • Bulk data provision for AI training — subject to individual negotiation.
